Program Manager - Raise Our Voice in Parliament
Raise Our Voice Australia is a non-partisan social enterprise mobilising young women and gender-diverse people to actively engage in and transform policy and politics.
We champion the inclusion of young women and gender-diverse people in decision-making, believing that a truly representative democracy values the perspectives of those who live in the current, and will inherit the future.
The Campaign
The Raise Our Voice in Parliament (ROVIP) campaign is one of ROVA’s flagship initiatives. Running annually since 2020, ROVIP provides a unique and powerful platform for young Australians aged 25 and under to have their voices, ideas, and concerns directly heard by federal politicians. Participants submit speeches on issues that matter most to them and their vision for Australia's future. Selected speeches are then read by Members of Parliament and Senators in Federal Parliament during Youth Voice in Parliament Week. This campaign aims to bridge the gap between young people and policymakers, ensuring that youth perspectives are a key part of the national conversation and influence policy.
The Position
Raise Our Voice Australia is seeking a passionate and organised Program Manager to lead the successful planning, execution, and evaluation of the annual Raise Our Voice in Parliament (ROVIP) campaign. Working as part of a team of 8, the Program Manager will be responsible for overseeing all aspects of the campaign cycle, from outreach and engagement with young people and politicians to managing submissions, coordinating with stakeholders, and reporting on campaign impact. This role requires excellent project management skills, strong communication abilities, a commitment to youth empowerment, and a passion for gender equity and democratic participation.
This is a voluntary position, reporting to the Chief Executive Officer.

Key Responsibilities:
Campaign Planning and Strategy
Develop and manage the overall project plan for the ROVIP campaign, including timelines, key deliverables, and budget.
Work with the ROVA team to refine and innovate the campaign model based on feedback and evolving political landscapes.
Identify and implement strategies to ensure diverse participation from young people across Australia, with a focus on politically underrepresented groups.
Stakeholder Engagement and Management
Support outreach and engagement with young people, educational institutions, youth organisations, and community groups to encourage participation in the ROVIP campaign.
Support the Head of Government Relations to build and maintain strong relationships with Federal Members of Parliament, Senators, and their offices to secure their participation and support for the campaign.
Liaise with internal ROVA teams to ensure a coordinated approach.
Campaign Execution:
Oversee the speech submission process, including platform management, participant support, and initial screening of submissions.
Manage the matching of selected speeches with participating politicians.
Organise and manage logistics for Youth Voice in Parliament Week, including coordinating with Parliamentarians' offices for speech delivery and any associated events (virtual or in-person).
Communications and Promotion:
Work closely with the communications team to develop and disseminate promotional materials for the campaign.
Contribute to content creation that highlights the campaign, its participants, and its impact for use across ROVA’s platforms (website, social media, newsletters).
Act as a point of contact for inquiries related to the ROVIP campaign.
Monitoring, Evaluation, and Reporting:
Track key campaign metrics and progress against goals.
Gather feedback from participants (young people and politicians) to inform future campaign iterations.
Prepare comprehensive post-campaign reports outlining outcomes, learnings, and recommendations.
Contribute to ROVA's broader impact reporting by providing data and insights from the ROVIP campaign.
Desired skills:
Proven experience in program or project management, preferably within a non-profit, advocacy, or youth-focused organisation.
Excellent organisational and time-management skills, with the ability to manage multiple priorities and meet deadlines.
Strong interpersonal and communication skills (written and verbal), with the ability to engage effectively with diverse stakeholders, including young people, government officials, and community partners.
Demonstrated ability to work independently and as part of a collaborative team.
Proficiency in using project management tools and digital communication platforms.
A deep commitment to Raise Our Voice Australia’s mission and values, particularly gender equality, youth empowerment, and inclusivity.
Understanding of the Australian political system and parliamentary processes is highly desirable.
